Despite this, many employees have yet to issue basic instructions for their employees regarding health and safety in the workplace. Many others have no structures and/or programmes to determine whether they are indeed complying.The act clearly states that the mere issuing of instructions to employees is not sufficient. It insists on the practical implementation, maintenance and ongoing auditing of a health and safety programme.The department of labour is adhering to the international trends by expecting employers to take reasonable practical steps to ensure the health and safety of all those affected by its operations. Legal interpretation of what these measures are will differ from employer to employer, thereby making it essential for the employer to objectively evaluate levels of compliance pertaining to its area of operation.To prevent possible prosecution and to fulfill its moral obligation, it is of the utmost importance that employers fulfill compliance, first and foremost by themselves and second, by their employees in accordance with the requirements of the act. The most effective manner to achieve this is by way of regular audits. This will verify matters such as appointments, practical compliance, health and safety awareness and communications within the company.Failure to implement such basic measures could spell disaster for the employer in the event of a breach of any health and safety requirements of the act. Compensation of Occupational Injuries and Diseases· S2MS undertakes to assist your company with the following: · Report all incidents/diseases to the respective state authorities thereby eliminating the risk of omitting to report. · Compile, code and store all incidents/disease data as required by the OHS and COID acts such as identity of employee, lost time, equipment involved, nature of injury/disease, experience level. Hazardous Chemical Substance AssessmentThe new regulations requires that all employers carry out an immediate assessment to determine if any employee may be exposed, by any route of uptake, to any hazardous chemical substance.This Assessment Must Include:· The identification of hazardous chemical substances (HCS) in the workplace · The consideration of potential effects of the substance · An evaluation of potentially significant routes of intake · An assessment of existing control measures · An evaluation of the extent of possible exposure These assessments must be repeated every 12 months or two years, depending on the risk of the chemicals, as well as if there is any significant change to associated processes or work procedures. To avoid any possible liability in terms of the OHS Act, it is vital that employers formally conduct and document these assessments. Regulations have been framed under the Environmental Conversation Act 1989 (Act 73 of 1989) and SABS 0103, 1994.Occupational Health Risk AssessmentThe risk assessment is a systematic approach to identify the occupational hygiene risks generated/accompanied by the process and prioritization of these risks. The assessments are based on a holistic approach with all the interrelating factors, which contribute to the occurrence of occupational disease being considered. The key is to identify the risks and not just the hazards associated with the process.Most substances are inherently hazardous, however it is actual circumstance of use that will determine the risk of the substance. The risk will depend on the hazard potential of the stress/substance.The performance of a risk assessment will demonstrate compliance in terms of the requirement of the Occupational Health and Safety Act, 1993 (Act 85 of 1993) especially the requirement for hazardous chemical substances.Monitoring of Airborne ContaminantsOur organisation has a contracted specialist capable of evaluating the various chemical stress factors (i.e. dust, gases, vapours and mist) in accordance with recognised international methods. The evaluation of air contaminant levels should be performed where potential exposure to airborne pollutants may occur, in terms of the regulations of hazardous chemical substances framed under the Occupational Health and Safety Act, 1993 (Act 85 of 1993). The number of measurements required is prescribed by legislation, this is determined by the chemical substance, the number of workers exposed and their duration of exposure. Full reports covering methodology, results and recommendations are submitted on the completion of the work. Services in respect of respiratory protection devices, training of employees in the correct usage, maintenance of these devices, medical examinations and surveillance of the workplace are also available.Evaluation of the Engineering Control MeasuresThe evaluation of controls in respect of their effectiveness is an area that is often neglected and is taken for granted that the workers are protected. The regulations for hazardous chemical substances require that all engineering controls be checked at 24 monthly intervals by an approved inspection authority. The examination should be demonstrated if the engineering controls are functioning as originally designed and the health of the workers has been protected by such installations. Illumination SurveysGood lighting satisfies three ways:· it creates a safer environment · it facilitates the performance of tasks · it combats visual fatigue The consequences of poor lighting are much more than just visual fatigue or discomfort. Inadequate lighting can cause many kinds of accidents at work due to failure to understand what is seen. Inadequate lighting will further impact on production, quality and efficiency. The environmental regulations under the OHS act specify minimum illumination levels for various workplaces. Use of the recognised standards, suitable instrumentation and adequate number of measurements all form part of the survey in order to evaluate against the prescribed illumination standards.
Thermal Stress SurveysTemperature extremes cover both heat and cold stress. Thermal stress limits have been prescribed in the environmental regulations framed under the OHS Act, (Act 85 of 1993). Thermal stress surveys can be done where extremes of temperature appear to be a problem. Thermal stress surveys will also consider the metabolic demands of the tasks, duration of exposure, clothing worn and other relevant factors as part of the evaluation. Ergonomic Surveys Ergonomics involves the relationship of the employee and his working environment to suit the physical and mental characteristics. Ergonomics enables the design of jobs that not only increase the workers skills and productivity, but also safeguard overexertion and stress. S2MS can evaluate the work environment for ergonomic stresses and recommend remedial action for the identified problems.Stack SamplingStack sampling implies the determination of emission characteristics and quantities at one particular time. The service is performed with portable equipment and under close supervision to ensure compliance with established procedures.The Essential Components of Stack Sampling Include:· Measuring the total gas (volume) · Measuring the amount of sample withdrawn (volume) · Determining the amounts of specific contaminant materials collected in a gas sample. The objective of the stack sampling will be to obtain an accurate, precise and reliable determination of materials being released from a stack, in order to make the stack test programme successful, six steps will be undertaken, namely planning, preliminary evaluation, stack sampling sample analysis, calculations and reports preparation.
